The resolution - in the wake of Pyongyang's sixth and strongest nuclear test explosion - bans North Korea from importing all natural gas liquids and condensates.

U.S. Ambassador Robert Wood hailed the Security Council sanctions imposed Monday, saying "the global community will never accept North Korea as a nuclear weapons state". "We are done trying to prod the regime to do the right thing" and now are instead taking steps to prevent it "from doing the wrong thing".

"They give us a much better chance to halt the regime's ability to fuel and finance its nuclear and missile programs".

During tough negotiations, the United States dropped initial demands for a full oil embargo and a freeze on the foreign assets of North Korean leader Kim Jong-Un.

"The next measures to be taken by the Democratic People's Republic of Korea will bring to the United States the greatest pain and suffering that has not been tested in the past", the statement said.

Ri and Hong have played vital roles in the North's nuclear programme, appearing at close distance to Kim during field inspections and weapons tests, including the latest nuclear test. Ri is a former director of Yongbyon Nuclear Research Centre, North Korea's main nuclear facility north of Pyongyang, where Hong also worked as a chief engineer. He said he expects China and Russian Federation to support it.

It also adds language underscoring the Security Council's commitment to North Korea's sovereignty and territorial integrity, to "a peaceful and diplomatic solution to the situation", and "its concern that developments on the Korean Peninsula could have unsafe, large-scale regional security implications".

Another challenge is that clothes can be partly made in China and partly in North Korea with a "Made in China" label attached to the finished product.

It is the ninth resolution unanimously adopted by the 15-member council since 2006 over North Korea's ballistic missile and nuclear programmes.

The Pyongyang regime threatened retribution against Washington for any new sanctions measure threatening to inflict "the greatest pain and suffering" the USA has ever encountered.

Despite the impending vote on potentially painful economic sanctions, the atmosphere in Pyongyang over the weekend was one of celebration. But it was less the power of Washington, and more that of Beijing and Moscow, that was on display.

China's Permanent Representative Liu Jieyi said that the U.S. must consider what he called the legitimate concerns of all parties and make it a part of its policy towards the region to not seek regime change in Pyongyang or a collapse of the country or an accelerated pace of reunification of the two Koreas.
