Four-time gold medallist Michael Johnson is thrilled at the prospect of Los Angeles hosting the Olympic Games in 2028.

The IOC stripped Lamine Diack, the former president of the International Association of Athletics Federations (IAAF), of his IOC honorary membership in November 2015 when evidence was produced, indicating that he and his son, Papa Massata Diack were involved in a scandal for receiving payments in return for votes "over the designation of host cities for the biggest global sporting events".

As the battle for 2024 unfolded, and as the field thinned to leave Los Angeles and Paris as the last bids standing, the IOC's determination to lock in two high-quality cities for the next two summer games became apparent.

"We believe in it, it's just we are waiting for the signature and - yeah, we're excited, really".

IOC President Thomas Bach, the driving force behind the double award, described the candidacies of Paris and Los Angeles as a "golden opportunity".

Los Angeles will also receive up to $2 billion from the International Olympic Committee, which is up to $300 million more than it would have gotten for 2024.

President Thomas Bach and Peruvian counterpart Pedro Pablo Kuczynski each claimed sport can still be a force for good in troubled times during the Opening Ceremony of the 131st IOC Session here.

"The IOC stands ready to help the National Olympic Committees of the affected countries to help them rebuild the sports infrastructure that has been destroyed", he said.

Los Angeles and Paris, whose bids emphasise a high level of venue readiness, both wowed the IOC's Evaluation Commission during back-to-back visits in May.

The IOC says it will cooperate with the region's National Olympic Committees in the coming days.

The IOC was left tackling a fresh wave of graft allegations last week when investigators in Brazil swooped on the country's Olympics chief Carlos Nuzman. "No law is so ideal that it can not be broken", Bach said.

"On the contrary, we could feel support for our position".
