Japan, South Korea push Putin over Pyongyang sanctions

"We must act with calm and avoid steps that could raise tensions".

North Korea conducted its 5th nuclear test on September 9 previous year, and then carried out a 6th a week ago, saying it was a hydrogen bomb that could be fitted onto a missile - prompting global condemnation and calls for further sanctions.

Would Washington come to South Korea's aid and take on such a risk if the North shells a southern island with artillery as it did in 2010?

Russian Federation is also opposed to sending back to their country North Korean expatriates who are an important source of revenue for the Pyongyang regime, sources said.

So, while China's leaders probably dislike Kim Jong-un as much as the Americans do and want an end to his reckless behavior, they are unlikely to heed Trump's calls to help him bring the tyrant to his knees, even if they could.

"We will respond to the barbaric plotting around sanctions and pressure by the United States with powerful counter measures of our own", the statement read.

The North called that test a "perfect success", and the Yonhap news agency, quoting a senior USA official on condition of anonymity, reported late Friday that Washington believed the blast was likely of a hydrogen bomb.

However, if you believe, as I do, that North Korea might be capable of striking us today, it follows that a preemptive USA military strike against Pyongyang could bring about the very thing that we are working to avoid - the nuclear annihilation of a USA city and the deaths of millions of Americans.

"One should not give in to emotions and drive North Korea into a corner", said Putin after a meeting with South Korean President Moon Jae-in at the Eastern Economic Forum.

Overflights of the Korean Peninsula by heavy bombers such as the B-1B have incensed Pyongyang. "We've already raised it during the telephone talks on September 3 and today we followed with the detailed discussions", Putin said.

While it's not clear how - and if - the North Korea issue will be resolved, the U.S. has flatly rejected a Chinese proposal, backed by Russian Federation, for a suspension of hostilities on both sides.

Sanctions have so far done little to stop North Korea boosting its nuclear and missile capacity as it faces off with U.S. President Donald Trump, who has vowed to stop Pyongyang from being able to hit the U.S. mainland with a nuclear weapon.

"Moon is showing that he's pragmatic", said John Blaxland, head of the Australian National University's Strategic and Defence Studies Center in Canberra.

"We should make North Korea understand that it has no bright future if it continues its current path, and change its current policy". While Moon's core base may feel differently, the public in general has shifted toward a more conservative view on pressuring North Korea, he said.

Connecting the South's railway with Russia's Trans-Siberian Railroad, a 9,288-kilometer railway between Vladivostok and Moscow, has been an ambition of all South Korean presidents since Seoul established diplomatic relations with Moscow in 1990.

And as the South ratchets up its defense capabilities, Washington and Seoul agreed to lift restrictions on South Korean missiles, according to the South Korean presidential office, allowing Seoul to improve its pre-emptive strike capabilities against the North.
