President Nicolás Maduro continued his efforts to shut down opposition to the government when the new constitutional assembly composed exclusively of pro-government delegates convened on Tuesday as well.

The opposition is struggling to regain its footing since last week's seating of a loyalist special assembly, which is now busy rewriting the country's constitution.

The Lima Declaration released by the ministers upon conclusion of their day-long meeting, included recognition of the National Assembly or Venezuelan Parliament as the only legitimate elected body in the country.

That decree came Tuesday just hours after the assembly delegates took control of a legislative chamber and put up pictures of the late President Hugo Chavez, who installed Venezuela's socialist system. They expressed support for renewed negotiations between the government and opposition, though previous talks have failed.

Separately, only a few dozen demonstrators heeded the opposition's call to set up traffic-snarling roadblocks Tuesday in Caracas to show their opposition to the new assembly.

The July 30 election of the Constituent Assembly was marred by street violence, in which 10 people died, and charges of fraud brought by the UK-based company that supplied the polling technology.

The assembly was expected to gather at the legislative palace in Caracas for the first time since voting Saturday to remove the nation's outspoken chief prosecutor, a move that drew condemnation from numerous same regional government that are sending representatives to the meeting in Peru's capital.
