Trump could ask Rosenstein to reconsider.

Deputy Attorney General Rod Rosenstein, the No 2 official at Justice, also promised on Tuesday (Wednesday NZ Time) that the special counsel, former FBI Director Robert Mueller, would have the independence to pursue the investigation as he saw fit.

Representative Don Beyer of Virginia tweeted, "Donald Trump can't fire his way out of this". The question is substantial enough that, now that it's clear how central Comey's role in such a claim is, Trump would be justified in firing Mueller.
